Abstract

2 000 km de lignes nouvelles annoncés à la suite du « Grenelle de l'environnement », ouverture prochaine à la concurrence (dès l'an prochain pour les liaisons internationales), mise en œuvre de modalités de financement en partenariat public-privé, voilà des éléments qui laissent penser que le « modèle de la grande vitesse » qui s'est mis en place depuis presque 30 ans dans l'Hexagone pourrait sérieusement évoluer. Ce « modèle », fondé sur des liaisons rapides, fréquentes et à longue distance entre des grandes métropoles, sur « l'irrigation » du territoire par des dessertes moins denses mais utilisant à plein la compatibilité avec le réseau classique, ce réseau d'infrastructures nouvelles essentiellement centré sur Paris, en reproduisant « l'étoile Legrand » du XIXe siècle, a déjà connu de nombreux aménagements : développement plus fort qu'attendu des relations province - province, succès important de certaines « gares bis », notamment dans le Sud-Est, introduction de l'iDTGV, une formule marketing innovante, mise en œuvre d'une offre TER GV en région Nord-Pas-de-Calais... Alors, va-t-on n'ajouter que quelques lignes supplémentaires à une formule largement éprouvée, ou peut-on s'attendre à un bouleversement de l'offre à grande vitesse ?
