Impasse diplomatique : Les ambiguïtés chinoises vis-à-vis de l’ouverture économique nord-coréenne

Abstract

Alors que la Corée du Nord semble procéder d'un processus de réforme et d'ouverture depuis déjà plusieurs décennies, ces expérimentations économiques, discrètes mais réelles, ne semblent pas suivies de résultats probants. Les Zones Économiques Spéciales nord-coréennes, notamment, semblent pour l'instant n'obtenir que des succès très mitigés, à l'inverse de leurs grandes sœurs chinoises qui avaient brusquement projeté la République Populaire de Chine sur la route du développement économique. Cet article tente de montrer qu'outre les incohérences propres du programme de réforme économique nord-coréen, l'attitude passive de la Chine, pourtant partenaire économique principal de la Corée du Nord, rend difficile tout dépassement de la situation actuelle.
