Abstract

La stratégie et les politiques de développement économique définies lors des Assises nationales de l'industrie fin février 2007 ont donné une priorité à l'essor du secteur automobile d'où, dès cette époque, l'intérêt des constructeurs automobiles chinois que ce pour le marché algérien. Dans quelle mesure l'insertion économique des constructeurs chinois dans le secteur automobile en Algérie pourrait-elle passer d'un simple partenariat commercial dans les activités de concession à un véritable partenariat financier dans les activités de production ? Dans ce chapitre, nous montrons que les partenariats ne se limitent pas aux relations algéro-chinoises, mais, du fait des alliances multiformes des constructeurs chinois avec les constructeurs occidentaux et japonais, ils pourraient contribuer à faire entrer leurs partenaires algériens dans la mondialisation. Cependant, ce processus est le plus souvent bloqué dans des partenariats technico-commerciaux, tant pour les partenariats public-privé, que pour les partenariats privé-privé. Quelle est la part de la stratégie des constructeurs chinois et de celle de leurs partenaires algériens dans cette configuration? De quelle marge de manœuvre dispose l'Algérie pour former de véritables partenariats de production ?
