Les relations d’emploi dans la fonction publique, un défi managérial

Abstract

En moins de dix ans, les relations d'emploi entre l'Etat et les fonctionnaires ont été profondément transformées par des réformes statutaires destinées à accompagner les réformes organisationnelles. Mais ces politiques de motivation et de mobilité des fonctionnaires échouent car elles ne prennent pas en compte la spécificité du lien d'emploi entre les fonctionnaires et l'Etat. Comment décrire et analyser les relations d'emploi dans la fonction publique après ce bouleversement des règles du jeu des carrières ? Cet article propose des pistes opérationnelles, en articulant le concept de motivation de service public et la théorie du contrat implicite. Il ébauche ainsi un schéma d'analyse pluridisciplinaire de la relation d'emploi dans la fonction publique, croisant une dimension institutionnelle et une dimension individuelle.
