Abstract

Le Traité de stabilité, de coordination et de gouvernance au sein de l'Union économique et monétaire a imposé aux 25 États signataires d'inscrire la règle de l'équilibre budgétaire dans une norme « de préférence constitutionnelle ». La journée d'études organisée dans le cadre du projet bilatéral ANR-ANCS (PN-II-ID-RO-FRJRP-2012-0137), dont les actes sont publiés ici, a offert l'occasion à des chercheurs français et roumains de rechercher de manière objective si la rigueur budgétaire et financière exigée par le pacte de stabilité européen et la « règle d'or » pouvaient limiter la garantie et l'effectivité des droits et libertés fondamentaux garantis par les constitutions nationales, la Charte des droits fondamentaux de l'Union européenne et la Convention européenne des droits de l'homme.
