Abstract

À la fois ouvrage de base et outil de révision, ce livre très structuré (nombreux tableaux), propose une vision complète, précise et synthétique du droit des finances publiques. Divisé en trois parties correspondant aux grandes étapes des opérations financières (prévision et autorisation, exécution, contrôle), il englobe de manière dynamique l'ensemble du régime juridique caractérisant le droit des finances publiques et présente les finances de l'État, des collectivités territoriales, de l'Union européenne et de la sécurité sociale. À jour des nombreuses réformes introduites pour moderniser le système financier (lois de programmation des finances publiques, décret relatif à la gestion budgétaire et comptable…) et des mécanismes européens de discipline budgétaire et financière engendré par la crise financière (« six pack », TSCG, « two pack », MES…), il s'adresse en priorité à tous ceux qui doivent assimiler rapidement l'essentiel pour préparer efficacement travaux dirigés, examens et concours : • étudiants en droit (licence, master), AES et IEP ; • candidats aux concours administratifs A et B ; • citoyen, contribuable, soucieux de s'informer de l'un des rouages essentiel de la démocratie.
