Les dynamiques internationales des pôles de compétitivité : regards croisés et perspectives (2005-2015)

Abstract

La communication présentée porte sur les dynamiques internationales des pôles de compétitivité français. L'objectif est de présenter une revue des travaux menés sur ces questions (Castro-Gonçalves et al., 2009, 2011; Elidrissi et Hauch, 2011, 2013; Mercier-Suissa et Bouveret-Rivat 2010; Colovic, 2013), d'exposer les approches théoriques utilisées, les résultats publiés et d'ouvrir sur une discussion en abordant les futures recherches à envisager. L'approche réseau apparaît comme le cadre théorique dominant. Quatre résultats émergent : un usage renforcé des dispositifs d'aides au développement international des PME ; un effet sur les modes d'entrée, la vitesse d'internationalisation, le comportement des PME ; un fournisseur de ressources et activateur de réseau ; mais un accès à l'international à différencier. Une des interrogations porte sur la création de partenariat européen inter-clusters et leur suivi. Cette question permettrait de conduire de futures recherches axées sur l'approche relationnelle (Dyer et Singh, 1998), le mode de gouvernance à l'international et d'aborder le problème de la coordination des réseaux (Vahlne et Johanson, 2013).
