Abstract

Today, in France, the management of the municipal childcare centers is asked this way: must we manage it internally, like a municipal central service, or is it better to delegate this management to a company or an association? This is a very rationalist and universalist way to see this problem, which forgets the motivations of the actors in the decision process. In this exploratory study, two contradictory cases are compared: one local authority has chosen to delegate, the other one has chosen to manage directly the childcare center. Thanks to the concept of sensemaking developed by Weick (1995), we demonstrate here that, by studying the beliefs of the members of the organisations, we can resolve this debate and understand more closely what really happens on the ground when the actors choose to change the way of managing a childcare service.
