Abstract

In this chapter we present the Consultative Committee of the Social and Solidary Economy (Comité Consultatif de l'Economie Sociale et Solidaire in french) set up by the General council of Ille-et-Vilaine within the framework of its policy concerning participatory democracy. This device appears as an innovative initiative associating stakeholders to public policies concerning them. It is also a way for looking at a relevant articulation between participatory democracy and representative democracy. We first present the committee's operating procedures and the roles it can play in the context of departmental policies. We then wonder about the nature of the device and we consider it as a "multiperspectival form", according to James Bohman's terminology of. We argue that the focus on the strategic and instrumental aspects of participatory democracy devices should not lead to forget their role of political interpellation and their contribution to the design of public policies. Finally, we conclude on the structuring effects which can characterize such a device.
