Le low-cost représente-t-il l'avenir du rail ?

Abstract

L'heure est au low-cost. Pour nous nourrir, nous habiller, nous déplacer…et même pour trouver l'âme sœur, les routines ont changé. La recherche d'optimisation budgétaire et l'accès généralisé et permanent à Internet ont profondément renouvelé nos modes de vie. Mais Internet n'explique pas tout. S'il y a des évolutions du côté de la demande, d'autres sont indispensables du côté de l'offre. Les fast-food ne sont pas une invention des clients, pas plus que les compagnies aériennes low-cost, même si les deux répondent à une demande latente. Pour « faire » du low-cost, il faut donc une demande et une offre totalement repensée. Ainsi, il existe en France une expérience de TGV low-cost, presqu'unique au monde, et qui se présente comme un succès. OUIGO, lancé en avril 2013 par la SNCF a connu une remarquable montée en régime. Les taux de remplissage ont atteint 90% en 2015 et l'équilibre économique semble atteint pour cette activité qui n'est pas une filiale de la SNCF mais un service de la branche SNCF-voyages. Observons-donc les facteurs de succès et interrogeons-nous : pourrait-on les appliquer à d'autres lignes TGV, voire à d'autres services ferroviaires ?
