Politique d'emploi et trajectoires professionnelles des ex-salariés du projet LGV SEA

Abstract

Vecteur d'impact économique à court terme pour les régions traversées, les constructions d'infrastructures de transport mobilisent activement les ressources locales laissant espérer des retombées durables. La construction de la ligne à Grande Vitesse Sud Europe Atlantique (SEA) entre Tours et Bordeaux ne déroge pas à cette situation. Dans cet article, nous proposons une évaluation des effets de moyen terme de la politique d'emploi et de formation mise en oeuvre dans le cadre du projet LGV SEA. Nous estimons économétriquement la probabilité pour les ex-salariés locaux du constructeur de retrouver un emploi 10 mois après la fin de la construction. Nous montrons que 10 mois après la fin de leur mission, 42% des ex-salariés sont au chômage et le fait d'avoir suivi une formation pour travailler sur le projet SEA ainsi que la durée de la mission n'ont pas d'effet positif sur les chances de retrouver un emploi. Ce taux de chômage est proche de celui observé dans ce même échantillon avant l'embauche sur le projet SEA. Le contexte de crise du secteur des travaux publics semble, en partie, responsable de ce résultat.
