La LGV Tours-Bordeaux échappera-t-elle à la malédiction des PPP ferroviaires ?

Abstract

Sale temps pour la grande vitesse ferroviaire en France ! La courbe des trafics TGV reste désespérément plate : – 0,1 % en 2014, après – 0,5 et 0 % respectivement en 2013 et 2012. Depuis la crise de 2008, le nombre de passagers-kilomètres TGV n'a progressé que de 0,5% par an, comme pour confirmer qu'il existe bien une relation entre demande de vitesse et croissance économique (Crozet 2009). Mais cette explication-là n'est pas suffisante puisque le trafic aérien ne cesse de croître à partir des aéroports français (+ 2% par an de 2008 à 2014), notamment celui des compagnies low cost (+ 6,5 % pour EasyJet et + 6% pour Ryanair en 2014). Le marasme que connaît le TGV ne provient donc pas seulement de l'atonie de l'économie française. Pourrait-il remettre en cause les fondamentaux de la concession SEA (Tours-Bordeaux) dont l'exploitation va commencer en 2017 ?
