Propuesta de un sistema metodológico para la formulación de planes urbano-regionales

Abstract

El presente artículo presenta una propuesta de un sistema metodológico que apunta a la formulación de planes de impacto urbano-regional, y cuyo enfoque supera la de los proyectos puntuales, privilegiando las interacciones de los territorios. Para la construcción de este sistema se propone el uso secuencial de tres métodos ya propuestos y probados desde la segunda mitad del siglo XX. Estos son: i) la dinámica de sistemas de Forrester (1969), ii) el enfoque marco lógico, que ha sido desarrollado por diversos organismos internacionales (USAID, GTZ) y difundido en América Latina por el ILPES (2004) y iii) la evaluación multicriterio-multiobjetivo de Saaty (1977). En la primera parte se da cuenta del enfoque para encadenar los métodos, para luego realizar una descripción de cada uno de estos.
