Abstract

Cette recherche étudie les pratiques de trois responsables municipaux de service d'accueil ayant été soumis à la demande de déploiement d'indicateurs de satisfaction des usagers. Malgré cette pression de la part de leurs hiérarchies, ces managers ont maintenu des pratiques de gestion permettant de collecter la perception des usagers mais ne donnant pas lieu à la production d'une mesure de la satisfaction. Loin d'être inactifs face à ces pressions, les responsables ont été amenés à renforcer leurs pratiques. Au-delà du constat de l'existence de pratiques de gestion sans mesure, cette recherche montre les intérêts de ne pas mesurer. Pour les managers étudiés, ces mécanismes facilitent à la fois l'interaction avec les acteurs impliqués et l'adaptation à la complexité de la gestion d'un service d'accueil.
