Adoption et usages des outils de gestion de l’absentéisme : l’importance des jeux d’acteurs et jeux de pouvoir

Abstract

L'objet de cet article est de traiter de l'impact des jeux de pouvoir et jeux d'acteurs (Crozier, Friedberg, 1977) sur le statut d'adoption d'un outil de gestion et sur les usages qui peuvent en être faits par le directeur d'un Établissement Médico-Social (EMS). La recherche s'appuie sur le parcours d'un outil de gestion de suivi de l'absentéisme et de ses coûts directs au sein d'un établissement médico-social sur une période de deux ans et demi. Dans le cadre de cette étude empirique, nous montrons que l'outil de gestion passe par pas moins de cinq phases caractérisant son état d'adoption et les usages qui en sont faits. Ces phases de vie de l'outil qui caractérisent des statuts de l'outil de gestion en terme d'adoption et d'usage au sein de l'organisation sont confirmées par 25 entretiens semi directifs menés auprès d'autres directeurs d'EMS.
