Neziskové organizace, analyzátor a aktér veřejného lokálního prostoru

Abstract

Fenomén neziskových organizací je předmětem trvalé, v různých obdobích znovu obnovované pozornosti. Jeho místo v naší společnosti je neustále zkoumáno ve světle starostí dané chvíle. Autor ho zkoumá z hlediska demokracie, z hlediska jeho schopnosti zmobilizovat občany kolem otázek společnosti, vytvářet prostory, kde se naučí objevovat obecný prospěch přesahující nejrozličnější individuální zájmy. Ve Francii se centrem obav stává spíše budoucnost sociálního státu, který se vzhledem ke svým nutně omezeným prostředkům dostává do úzkých a musí čelit obrovskému počtu situací společenské izolace a nejistoty. Při bližším pohledu autor zjišťuje, že jde o obecnou a zásadní otázku, neboť se týká společenského modelu, zejména vztahů mezi občanskou společností a státem. A právě zde nelze opomenout neziskové organizace s jejich možnostmi jednak vyzkoušet podoby mikro-společnosti, jednak zasáhnout do politické diskuse jménem občanské legitimity, která je v zákonodárných textech sice uznávána, ale v praxi, při různých lokálních akcích nebo iniciativách, často odmítána. Autor konstatuje, že neziskové organizace jsou dobrým analyzátorem společenského vývoje a navrhuje jím vysvětlit dynamiku neziskových organizací.
