Abstract

Comment des actions publiques portant sur un levier « micro » comme la responsabilité sociale des entreprises, peuvent-elles viser un objectif « macro » tel que le développement des pays les moins avancés? Plus précisément, en quoi et comment la RSE des filiales de FMN implantées mais aussi des entreprises locales peut-elle être incitée, stimulée, amplifiée par des politiques publiques qui en feraient l'une des voies pour contribuer à l'atteinte des Objectifs de Développement Durable (ODD) énoncés par l'ONU (programme-relais des Objectifs du Millénaire pour le Développement (OMD) à partir de 2015). Et de quelles manières des pouvoirs publics peuvent-ils renouveler leur action pour inciter et contribuer à un management durable et responsable des entreprises dans la perspective de lutte contre la pauvreté. Cet article présente ainsi une contribution possible, aujourd'hui, de la recherche en management stratégique et en RSE aux politiques publiques de développement, principalement inspirées, depuis l'après-guerre par la théorie et la doctrine macro-économiques.
