Abstract

Cette recherche analyse l'évolution des discours sur l'évaluation des services publics par la satisfaction des usagers entre 1980 et 2007 à l'aide d'une étude comparative sur les contextes des collectivités territoriales en France et au Royaume-Uni. Cette étude vise à répondre à la question suivante : comment a évolué l'intérêt porté à cette évaluation sur la période 1980-2007 dans ces deux pays ? L'analyse a collecté 108 articles de la Gazette des Communes (France) et 148 de la Local Government Chronicle (Royaume-Uni). La comparaison de l'évolution de l'intérêt porté à l'évaluation montre le développement d'un discours de modernité mettant en avant la logique d'une évaluation « actuelle » en vue de la modernisation des services publics. Cette recherche révèle un discours adapté et équilibré à chaque contexte autour de la figure de l'usager également associée au « citoyen » et au « client ». Ces discours visent à assurer la mobilisation des acteurs-partenaires en cherchant à dépasser les réticences à l'évaluation
