Taïwan face à son intégration croissante à l'économie chinoise

Abstract

Ce chapitre est consacré aux questions que posent les progrès récents des relations économiques entre les deux rives du détroit de Formose à l'économie et à la souveraineté politique de Taïwan. Premièrement au cours de la dernière décennie, l'investissement taïwanais en Chine est passé d'une production manufacturée à forte intensité en travail, effectuée principalement par des PME, à une production à haute technologie assurée par des grandes entreprises. Bien que les firmes taïwanaises aient bénéficié de l'accroissement de leurs économies d'échelle, la surdépendance à l'égard de la production manufacturée chinoise s'est traduite par la désindustrialisation de Taïwan. Deuxièmement, le commerce taïwanais est devenu de plus en plus dépendant de la Chine, plutôt que l'inverse. Même si les conditions d'une réconciliation politique ne sont toujours pas mûres aujourd'hui, cette dépendance économique risque de mettre Taïwan en situation désavantageuse dans la future négociation. Troisièmement, dans la perspective d'une intégration économique accrue avec la Chine, la signature de l'Accord-cadre de coopération économique est inévitable. Néanmoins, l'implication minimale de Taïwan dans le processus d'intégration avec les autres économies régionales va l'obliger à s'ouvrir encore plus à la Chine, cette dernière offrant la solution de court terme la plus facile au manque de dynamisme interne de l'île. L'intégration économique trans-détroit est également intéressante pour Pékin car elle facilite sa politique de "montée pacifique" en même temps qu'elle sert ses buts politiques de long terme concernant Taïwan.
