Evaluation du degré d'indépendance de la Banque Centrale de Tunisie

Abstract

La recherche de la crédibilité des politiques monétaires durant les dernières décennies c'est matérialisée, entre autres, par des changements dans les lois qui gouvernent les activités de la Banque Centrale, supposée principale garante de la bonne conduite de la politique monétaire. Ces changements visent, essentiellement, l'instauration d'une Banque Centrale indépendante du pouvoir politique. Ce besoin émane de la crainte que l'opportunisme des gouvernants les conduit, avant les périodes des élections, à user de manière discrétionnaire de l'arme monétaire afin d'augmenter leurs chances de réélection, mais sans tenir compte des effets néfastes d'une telle politique sur la stabilité des prix surtout dans les pays en voie de développement. Dans cet article et dans le même chemin que celui suivi par Cukierman, Webb et Neyapti (1992) et Jacome (2001) l'objectif est d'apprécier le degré d'indépendance de la Banque Centrale de Tunisie.
