Les sites des organes de l’autoadministration locale en Russie comme une plate-forme de l’évaluation de commandabilité

Abstract

La commandabilité est un phénomène peu étudiée en Russie. Néanmoins, dans la pratique, nous avons suffisamment de données pour l'analyser. En tant que pays traditionnellement très centralisé, la Russie n'a qu'une seule source des directives, à savoir le Président de la Russie. En réalité, ce sont ses oukazes qui déterminent la voie du développement du pays. Par exemple, les organes de l'administration locale ont reçu l'oukaze du Président d'ouvrir leurs propres sites Internet et ont été financiés pour le faire. Sur la base de notre recherche nous pouvons conclure que les sites web reflètent la réflexion sur l'exécution des obligations des autorités envers l'Etat. 90% des organes de l'autoadministration locale ont simplement exécuté les oukazes « d'en-dessus » et seulement quelques-uns ont essayé de créer une ressource pour la population: informative, transparente, réflechissant sur des problèmes qu'on rencontre.
