Abstract

La difficulté d'accès aux financements bancaires depuis la crise de 2008 et les tensions sur les capacités d'engagements budgétaires publics mettent en cause le financement des investissements dans les infrastructures publiques. Le financement de ces infrastructures, qui occupent une place centrale dans le Plan Juncker, passe par la mobilisation de ressources provenant L'intervention d'investisseurs en capital patient (fonds d'assurance, fonds de pension,…). Celle-ci suppose cependant des mesures de soutien public telles des obligations de projet ou des fonds de dettes.
