Politique budgétaire et stabilité macroéconomique en union économique et monétaire : le cas de l'UEMOA

Abstract

Cet article met en évidence les fonctions de réaction de l'activité économique des pays de l'UEMOA à la suite des chocs budgétaires à travers un modèle vectoriel autorégressif structurel (SVAR) à 2 décalages. Il montre ainsi comment les chocs de politique budgétaire se propagent dans l'activité économique des États de l'Union et tente à cet effet de ressortir ses mécanismes de transmission. Face au Pacte de convergence, de stabilité, de croissance et de solidarité adopté en 1999, cette étude apporte quelques réflexions pour l'amélioration de la stabilité macroéconomique dans la zone UEMOA et évalue, de ce fait, la capacité des finances publiques des États de l'Union à atténuer les chocs conjoncturels.
