Abstract

Le débat public sur la responsabilité sociale des entreprises (RSE) est traversé par deux conceptions opposées : initiative volontaire de self-regulation versus norme subsidiaire à la réglementation. Il fait ainsi écho à l'opposition traditionnelle entre auto-régulation (assimilée au libéralisme) et hétéro-régulation (l'interventionnisme public en économie). L'état des connaissances en théorie de la régulation ne justifie pourtant pas ce manichéisme. Revisiter l'histoire de ce champ de recherche permet de comprendre à la fois cette structure binaire du débat politique et la nécessité de dépasser deux représentations sociales qui tendent à nier la dimension politique du fait économique et soustraient in fine la question économique de l'espace public - à commencer par l'entreprise. Deux enjeux centraux pour le débat RSE peuvent être ainsi clarifiés : i) quelle est la fonction d'objectif de l'entreprise ? ; ii) quelle analyse du pouvoir de direction d'un gouvernement et des règles pour y accéder ?
