Abstract

Given the issue of improving employment conditions in the home care sector, the article sets out to identify specific regional levers for change that could be used in the home care sector. Faced with the limits of collective bargaining by branch and by company, the article highlights the significance and limits of intermediary stakeholders in the emergence and structuring of social dialogue at the regional level. It explores two different configurations depending on whether the debate is driven by trade unions (representing both employers and employees) or by networks of organisations with links to regional policy bodies. The article demonstrates that the two models both lead to new conclusions, firstly on the capacity of such spaces to respond to the issues raised by the sector and to the development of the home care sector alongside collective bargaining by company and by branch, and secondly on the obstacles present in such spaces, which present risks and potentially challenge the traditional model of collective bargaining and union representation.
