Le commerce informel en Algérie

Abstract

Ce qui frappe avant tout en Algérie c'est le nombre de jeunes hommes semblant désœuvrés dans les rues et le nombre de marchands de produits de piètre qualité contrefaisants de grandes marques occidentales. Ces vendeurs ne sont pas exactement des vendeurs à la sauvette puisque de véritables marchés informels permanents ont vu le jour un peu partout sur le territoire depuis quelques années. Nous nous proposons dans cet article de traiter en particulier les questions suivantes : (i) l'existence du commerce informel en Algérie est-elle forcément problématique ? (ii) l'informalité économique est-elle une réponse au système économique ou faut-il rechercher son origine dans les rapports que les Algériens entretiennent avec leurs institutions ? Pour répondre aux problèmes soulevés, une typologie des activités informelles est proposée dans une première partie. La deuxième partie de l'article s'attache à souligner le lien entre l'émergence et l'expansion du commerce informel en Algérie et l'évolution de la population algérienne (croissance, urbanisation, etc.) et de la politique algérienne, en particulier agricole et industrielle.
