Des industries culturelles aux industries créatives: un changement de paradigme salutaire ?

Abstract

La question du soutien public aux industries culturelles (cinéma et audiovisuel, musique, édition) pose aujourd'hui des questions renouvelées. D'une part du fait d'une évolution du contexte, avec le développement de la mondialisation, de la numérisation et des TIC et de la libéralisation. D'autre part, parce que si un soutien public semble empiriquement admis dans ces secteurs, les effets pervers qu'il peut générer en fragilisent le principe. À partir de l'exemple du cinéma, cet article montre que l'action publique, telle qu'elle fonctionne dans ces secteurs aujourd'hui, s'inscrit dans une spirale inflationniste dont les résultats ne suffisent pas à la légitimer a posteriori. Pour sortir de l'aporie dans laquelle semble enfermée l'action publique dans les industries culturelles, l'article propose d'asseoir cette action sur un corpus théorique renouvelé, mettant en avant les notions d'économie de la création et d'économie de l'information.
