Abstract

Conférence introductive : L'auto-analyse par les élus et leurs partenaires des dynamiques économiques locales. À l'observation du terrain, deux discours coexistent : La méthode élaborée par Mairie-conseils pour accompagner la réflexion stratégique des élus est d'abord le fruit de l'observation des pratiques et de l'écoute des acteurs de terrain. Cette phase d'observation c'est déroulée entre septembre 2007 et juin 2008 dans des intercommunalités situées en dehors des aires urbaines denses. Dix intercommunalités ont été enquêtées. L'enquête a pris la forme d'entretiens sur le terrain avec les responsables politiques (Présidents ou vice-présidents au développement économique) et les personnels territoriaux (directeurs ou agents de développement)...
