Les Mécanismes pour un Développement Propre en Chine : entre orientation et transferts de technologies

Abstract

Le Mécanisme pour un Développement Propre (MDP) affiche un double objectif, qui devrait s'articuler pour favoriser la pérennité du régime climatique de Kyoto. D'une part, il vise à flexibiliser les engagements contraignants de réduction des émissions des pays de l'Annexe I et d'autre part, il permet d'intégrer quantitativement les pays en développement dans la lutte contre les changements climatiques, en leur fournissant des ressources financières et technologiques additionnelles. Ce papier vise à évaluer la mise en œuvre du mécanisme sur le sol chinois, premier pays d'accueil des projets. L'étude des projets entrants sur le territoire chinois met en exergue une articulation appropriée entre les politiques climatiques nationales qui se focalisent sur l'introduction de sources d'énergie renouvelables dans l'offre énergétique, et la répartition sectorielle des projets. La Chine a mis en place un cadre régulatoire et institutionnel pour orienter sectoriellement les projets de réduction des émissions, et bénéficier de transfert de technologies vertes. L'étude de cas des projets japonais sur le sol chinois souligne alors que les transferts de technologies vertes ne sont pas substantiels, mais qu'ils apparaissent dans le cadre de projets avec une forte efficacité environnementale.
