Indicateurs de performance et nouvelle gouvernementalité des ressources en eau

Abstract

En France, la réglementation a fixé depuis 2007 une liste de 27 indicateurs de performance que les services d'eau doivent établir annuellement et présenter à leurs usagers. Le ministère de l'Écologie et du Développement durable la présente comme un outil d'évaluation du développement durable intégrant la pluralité des fonctions de l'opérateur. L'objet de ce chapitre n'est pas de revenir sur la genèse et le fonctionnement concret de ce nouveau dispositif de gouvernance, ni d'en proposer une évaluation précise et informée, faute de recul historique suffisant. Il s'agit plutôt de s'interroger sur son potentiel de transformation (des espaces, des acteurs et des infrastructures) au regard des objectifs ayant présidé à sa mise en place ou à sa rationalisation ex-post (meilleure régulation d'un monopole local et intégration des objectifs du développement durable notamment). Une telle perspective invite donc à mieux appréhender la nouvelle gouvernementalité des ressources en eau induite par l'instauration de ces indicateurs. On montrera que la dynamique transformatrice dont est a priori porteuse ce nouveau dispositif de gouvernance est actuellement questionnée au regard de la multitude de freins (politiques, économiques et socio-environnementaux) entravant son déploiement.
