Abstract

Comment vivre ensemble et développer des activités économiques compétitives avec excellence, si on ne sait pas coopérer efficacement entre les acteurs du secteur public et du secteur privé sur les projets innovateurs dont on a besoin pour survivre et se développer dans un monde en mutation? L'hypothèse formulée dans cet article est que les partenariats public-privé ne progresseront pas de façon naturelle. Il convient de construire ensemble des normes de coopération compatibles entre les acteurs, à la fois pour construire les projets, pour les piloter et pour les évaluer sur la base d'indicateurs qui prennent en compte simultanément les coûts et performances visibles et cachés à court et à long termes. Cet article est illustré par des cas français et européens.
