Abstract

Maitriser la dépense et améliorer l'action publique simultanément, est-ce là une équation impossible? L'idée est de "faire mieux" avec les ressources existantes. Il ne s'agit plus d'analyser des grandes lignes budgétaires et de voir où faire des coupes, mais de regarder "à la loupe" où se situent les gisements de performances et les leviers d'action. Les sciences de gestion et en particulier l'approche socioéconomique nous éclairent. L'analyse approfondie d'une politique environnementale dans une région française et de son "jeu d'acteurs" illustre notre propos, montre que les coûts cachés sont significatifs et place le renforcement de la capacité des institutions à piloter l'action territoriale comme solution de notre équation complexe.
