En camino hacia un sistema de evaluación en la cooperación Sur-Sur

Abstract

Este trabajo propone una hoja de ruta para ir implementando un sistema de evaluación en la CSS. Identifica aspectos diferenciales respecto a la Cooperación Norte-Sur y cómo éstos afectan a los criterios de evaluación, especialmente la horizontalidad, reciprocidad, responsabilidad compartida, bidireccionalidad, no condicionalidad y el predominio de la asistencia técnica en las intervenciones. También advierte de algunas claves para que el sistema llegue a ser influyente. Las principales son: i) que las evaluaciones obedezcan a preguntas de política hechas de forma concreta por agentes con capacidad para actuar sobre ellas; ii) que las evaluaciones sean creíbles y orientadas a la utilización ya que existe cierta rendición de cuentas a través de los Informes de CSS; iii) que las evaluaciones ofrezcan respuestas a tiempo sobre preguntas de elevado interés práctico; iv) que los informes sean públicos, publicados y difundidos; v) que se contemple la posibilidad de triangulación entre agentes (promotor evaluador y financiador pueden no coincidir con los de la intervención evaluada); vi) que las evaluaciones generen planes de mejora públicos y operativos en el corto plazo.
