La "décompensation" ? Non merci

Abstract

"Gouverner, c'est faire croire". Cette maxime, qui atteste que la conception et la mise en œuvre des décisions publiques sont marquées du sceau de la rhétorique, vaut bien pour les déclarations du ministre des Affaires générales et de la Gouvernance en faveur du démantèlement de la compensation et du ciblage de la pauvreté. Cette rhétorique, tapie au cœur d'affirmations sur le lien entre la suppression des subventions des produits de base et l'inflation aussi ambiguës que fallacieuses, se retourne contre elle-même à un double titre. D'une part, elle dévoile une vertu majeure du système de compensation, souvent occultée, à savoir sa contribution à la maîtrise de l'inflation et de sa volatilité. D'autre part, elle voile à dessein le préjudice que porte la suppression des subventions à la stabilité des prix en évitant d'aborder explicitement la question de la conduite de la politique monétaire par Bank Al-Maghreb dont le mandat porte précisément sur la maîtrise de l'inflation.
