Abstract

"Malgré l'existence d'une profonde résistance des économistes à l'expansion coloniale, le fait colonial a de nombreux et ardents partisans dans les milieux politiques, intellectuels, et industriels de la France du Second Empire. Cette position colonialiste va davantage s'épanouir dans les premières années de la IIIe République, se matérialisant notamment par l'existence du parti colonialiste ; c'est à cette époque que se construit une vraie doctrine de l'impérialisme français. Chez les économistes, un ouvrage va faire date, " De la colonisation chez les peuples modernes " publié par Paul Leroy-Beaulieu en 1874, ouvrage qui connaîtra plusieurs rééditions, la 6e et dernière édition datant de 1908. C'est à partir de cette œuvre que le débat chez les économistes va s'engager. Le grand paradoxe tient à ce que des hommes politiques de premier plan et notamment Jules Ferry vont défendre l'expansion coloniale sur la base d'arguments d'abord économiques alors que les économistes eux-mêmes pour la plupart s'opposent à de tels projets.
