Abstract

Territories are also places where points of view are confronted, strategies are devised, and the interplay of specific players is forged, if not always innovative or efficient. Here, action predominates, and the notion of commitment takes on its full meaning. Because any territory can be enhanced. But it's important not to give in to the "ready-made thinking that encourages procrastination", whether it's the prevalence of the center-periphery model or the hopes raised here and there by the pre-presential economy. The potential for development is innumerable. Everywhere, entrepreneurial capacities - individual or collective, driven by private companies or social economy organizations - are just waiting to be revealed and better mobilized within the framework of a genuine territorial project. But each territory, regardless of its exact boundaries or size, needs to provide itself with the means for good governance.
