Abstract

[Since 2008, the Western world has experienced profound economic difficulties, which, depending on the country and the year, have been marked by low or low economic growth, often high unemployment and the over-indebtedness of many states. These difficulties result from many governance errors, but the responsibility of the financial system is often emphasized. Hence international negotiations that generate an unacknowledged financial battle.]
