Abstract

La costruzione delle basi informative del giudizio va considerata un aspetto fondamentale della ricerca sulla democrazia deliberativa. Generalmente la ricerca su questo tema si concentra sulle regole ottimali per ottenere una buona comunicazione tra i partecipanti. Questa attenzione rischia però di trascurare il fatto che chi sceglie la base di conoscenza da prendere a riferimento è nella posizione di predefinire il tipo di risultato del processo deliberativo. È esattamente questo che si può osservare in meccanismi di governance come il Metodo europeo di coordinamento. Come costruire democraticamente una base di conoscenza allo stesso tempo idonea ed efficace per misurare le capacità? E come far sì che le capacità siano poste al centro delle politiche pubbliche? Un impegno del genere richiede la partecipazione attiva delle persone alla costruzione della conoscenza, attraverso processi di inchiesta deliberativa capaci di trasformare la loro esperienza pratica in una conoscenza generale che consenta di fare buone scelte collettive.
