Abstract

Im Zuge der Aushandlung des Vertrags von Maast¬richt hatte Deutschland einer Aufgabe seiner Wäh¬rungssouveränität im Rahmen der Wirtschafts- und Währungsunion lediglich unter der Bedingung zugestimmt, dass ein für alle Regierungen der Eurozone verbindlicher Ordnungsrahmen geschaffen wurde. Die wachsenden Divergenzen in der wirtschaftlichen Entwicklung der ein¬zelnen Staaten, die durch dieses System befördert wurden, bilden heute den Kern der Krise. Aufgrund des wachsenden Ungleichgewichts zwischen den beiden Partnern Deutschland und Frankreich, das auf die schwache Leistung der französischen Wirtschaft in den vergangenen Jahren zurückzuführen ist, hat die Kanzlerin nun wieder das Heft des Handelns in die Hand genommen und knüpft zur Krisenbewältigung an die Prinzi¬pien des ordoliberalen Ansatzes an. Die Strategie muss erweitert oder verändert werden - oder sie ist zum Scheitern verurteilt
