Abstract

La mise au travail de populations entières n'est pas un fait économique simple au sens où il suffirait de libérer le travail des entraves empêchant les individus singuliers d'opter pour l'activité qui leur paraît la plus adaptée à leurs compétences et leurs goûts. Une même difficulté traverse les réflexions des économistes et l'action des administrateurs: comment parvenir à obtenir un travail régulier d'une part, un effort accru d'autre part, de populations rétives à entrer dans la logique du travail salarié. Le présent texte s'intéresse à ce problème général en cherchant à l'éclairer en prenant en compte les trois situations auxquelles les économistes français sont confrontés à la fin du XIXe siècle et au début du XXe siècle: la métropole, les colonies de plantation, les colonies d'Afrique noire.
