L'intégration en Asie : le régionalisme comme réponse aux crises

Abstract

Dans une démarche empruntant à l'économie politique internationale, cette contribution propose de montrer en quoi le séquençage du processus d'intégration économique régionale en Asie Orientale, est dicté par les crises du système monétaire financier international. La première partie de cette contribution montre comment la crise de 1997, interprétée ici comme une crise "localisée" du Système monétaire et financier international (SMFI) (Aglietta, 1998), suscite une réponse régionale. C'est en effet sur ce périmètre que va s'organiser la production d'un bien public régional collectivement recherché : la stabilité monétaire et financière qui a précisément fait défaut en 1997. À partir de 2000, les pays est-asiatiques (ASEAN + 3) vont progressivement bâtir les fondations de ce qu'il convient désormais de qualifier de régime monétaire et financier régional (Guilhot, 2008, 2009), régime qui fait l'objet de la deuxième partie. La troisième partie montre comment la crise qui éclate dix ans plus tard au coeur même du système va avoir un nouvel effet d'accélérateur sur le processus d'intégration asiatique.
