Abstract

L'évolution du discours de communication de l'Union européenne en matière de "politique sociale" trahit la marginalisation effective des questions sociales au niveau de l'Union. Le discours marginalisé sur la politique sociale est un symptôme du délaissement progressif, par étapes, par l'Union et ses autorités, à commencer par la Commission européenne, des matières sociales. Ce délaissement va de pair avec une visibilité de plus en plus forte de l'influence du droit économique de l'UE (libertés de circulation, concurrence) sur l'ensemble des domaines politiques, même ceux qui relèvent de la compétence nationale comme la protection sociale et le droit du travail. Pendant ce temps, les ravages infligés aux systèmes nationaux de protection sociale sont aussi la conséquence des programmes d'austérité.
