Abstract

Le texte de loi votée par l'Assemblée Nationale (loi n°2007 - 1199 du 10 août 2007) , et le projet de décret sur le statut des enseignants-chercheurs, proposent de nouvelles formes pour la gouvernance et le contrôle. Déjà en 2002 Le rapport du Sénat (Rapport Y. Fréville 2001-2002), posait un diagnostic sans ménagement sur le fonctionnement de l'université. A la lecture de ces constats nous avons retenu comme hypothèse centrale le concept d'abandon pour qualifier à la fois, la période assez longue de faible intervention de l'Etat (1984 à 2008) et corrélativement la déréliction de la responsabilité sociale de l'Etat au sein de l'université, l'absence de gouvernance stratégique cédant le pas à des régulations informelles. A cet égard, en conclusion de ce rapport on peut lire : " ...impression d'une communauté scientifique extrêmement peu homogène, et partagée sur les conditions d'exercice de son activité professionnelle. Il semble bien qu'elle soit mue, surtout, par des considérations de type disciplinaire voire corporatiste. Plus que de " communauté ", il faudrait parler d'une juxtaposition de corps distincts aux préoccupations différentes. Assurément, de telles caractéristiques rendent extrêmement délicate toute tentative de réforme d'envergure ".
