Changement Organisationnel Dans Les Entreprises De Spectacle Vivant Et Actes De Langage

Abstract

Alors que le journal Le Monde proclame la bonne santé du spectacle vivant en janvier 2009, les professionnels expriment leur inquiétude quant à la capacité de développement de leur entreprise voire leur pérennité. Regroupant majoritairement des structures subventionnées, elles sont confrontées à la politique de rigueur amorcée dès 1993 (M.BONNAFOUS-BOUCHER et al., 2003 : 171-172), à la réduction du budget de la culture dont le taux de participation baisse d'une année sur l'autre (+3,2% entre 2007 et 2008 ; +2,6% entre 2008 et 2009), à l'application de la LOLF et à la concurrence. L'application de la LOLF modifie les conditions d'attribution des subventions qui se pensent en termes d'objectifs à atteindre et non plus en termes de moyens à obtenir. Il est indispensable pour l'entreprise culturelle d'intégrer la notion d'objectifs et de réalisation de ces objectifs afin de concilier contrainte administrative et budgétaire et gestion de projet artistique. (J. CHABRILLAT, 2007 : 6). La concurrence endogène (offre pléthorique de spectacles, multiplication des lieux de création et de compagnies artistiques) et la concurrence exogène (sport, audio-visuel) dispersent les publics. De plus, ce secteur d'activité se trouve confronté à la loi de W.J.BAUMOL et W.G.BOWEN (1966) qui consiste à dire que le secteur du spectacle vivant est soit voué à la disparition soit contraint à percevoir des subventions de plus en plus importantes.
