Abstract

L'observation actuelle des problématiques concrètes d'entreprises auxquelles sont confrontées les équipes de direction montre le phénomène suivant. Les frontières virtuelles constituées par certaines normes entravant le pilotage de l'entreprise constituent de sérieux obstacles à l'action, l'initiative et l'innovation. Il s'ensuit des phénomènes d'abstentionnisme croissant tels que retard grandissant dans les prises de décision, hypertrophie du principe de précaution, découragement des acteurs les plus actifs à différents niveaux de l'organisation. Des entreprises de tailles variées, depuis la toute petite entreprise dynamique jusqu'à la moyenne grande, vivent ce type de problème, d'autant plus lorsqu'elles sont internationalisées. Des recherches-interventions longitudinales conduites au sein des entreprises et des organisations sur les pratiques managériales des acteurs ( Buono & Savall, 2007) nous ont permis d'analyser comment ils interagissent et jouent avec les structures, les politiques, les normes légales, réglementaires ou locales, dont certaines, peu formalisées, n'en sont pas moins puissantes, voire plus prégnantes que les règles et processus formels.
