Abstract

Si les administrations publiques fédérales subissent des dysfonctionnements communs avec d'autres types d'organisation, il existe aussi des dysfonctionnements spécifiques aggravés par la technobureaucratie. Les moyens d'action existent pour réduire une partie de ces dysfonctionnements, sans pour autant intervenir au niveau des élus politiques. Le processus de changement socio-économique appliqué dans une administration publique fédérale au Mexique a permis d'augmenter le niveau de démocratie ainsi que la performance sociale, et ce avec les mêmes budgets. Les actions les plus significatives concernent la communication-coordination-concertation, la formation intégrée, la gestion du temps et la mise en œuvre stratégique. Les résultats de la conduite du changement dans cette administration montrent qu'il s'agit d'un processus qui permet de mieux articuler les programmes politiques avec les actions quotidiennes et de réallouer des ressources existantes, pour accroître le niveau de service aux usagers, sans réduire le niveau de performance sociale. Les principaux freins au changement sont la dialectique entre l'obéissance apparente et la désobéissance réelle, et la nécessité d'actions à un niveau supérieur, d'élus politiques, pour agir sur certains dysfonctionnements.
