Abstract

Appelé à jouer un rôle croissant dans le fonctionnement urbain, le transport collectif doit à la fois assurer la mobilité des personnes à faible revenu, capter des automobilistes pour diminuer la congestion et les émissions de CO2, et favoriser une urbanisation durable. La multiplicité de ces missions justifie une structure de financement originale, sollicitant la redevance et l'impôt, en lien avec la nature du service rendu et des externalités produites.
