État des lieux de la modernisation de la gouvernance européenne de l'eau

Abstract

Cet article propose, au regard des douze années d'expérience de la Directive cadre européenne sur l'eau (DCE), d'éclaircir le processus de modernisation de la gestion de l'eau en Europe et d'en discuter la pertinence à l'aube des premières échéances de résultats (2015). En traitant ce thème, l'objectif est de situer les différents débats dans lesquels s'insère cette modernisation, de montrer que les résultats escomptés ne sont pas tous au rendez-vous et finalement de fournir un ensemble d'éléments factuels et théoriques afin que chacun puisse se forger sa propre opinion. Le propos porte sur les deux dimensions centrales de la DCE, la dimension économique (I) puis la dimension environnementale (II). Ce faisant, l'article fait écho au n°110 d'Informations et Commentaires qui proposait un regard prospectif sur ces mêmes questions.
