Politique économique et démocratie au Maroc

Abstract

Si l'on évalue la politique économique, comme le suggère l'approche par les capacités d'Amartya Sen, en fonction de sa vocation à renforcer ou à restreindre la démocratie, il apparaît que celle du Maroc manifeste un double déficit démocratique. D'une part, les orientations de politique économique ne sont pas le résultat d'une délibération prenant en compte les conditions spécifiques de l'économie nationale, mais l'effet du primat accordé à l'expertise macro-économique. D'autre part l'arbitrage en faveur de la stabilité macroéconomique selon les règles fixes de maîtrise de l'inflation et du déficit public induit un déficit en croissance et emplois qui restreint l'exercice des libertés et handicape le développement. Face aux retombées de ce coût pour la société, se pose la question cardinale de la valeur des libertés pour le bien-être social.
