L'émergence des fonds souverains : réalités et enjeux

Abstract

Dans cet article, nous préciserons la notion même de fonds souverain pour montrer que les contours en restent relativement flous sur le plan conceptuel. Plus difficile encore est l'appréciation de la stratégie des fonds souverains, leur manque de transparence étant d'ailleurs l'un des ingrédients majeurs des réticences qu'ils suscitent au sein des pays récipiendaires. Si ces derniers doivent se protéger des fonds souverains en élaborant des réglementations nationales, la meilleure protection pourrait consister à créer son propre fond souverain. En conséquence, nous conclurons ce panorama par l'examen de l'initiative française en la matière, qui tranche avec la passivité en matière de politique industrielle de ces trente dernières années.
